INTRODUCTION

Penzance is the main access by air and sea to the Isles of Scilly. It is also considered to be one of the most important historic towns in Cornwall, noted for its well preserved ancient town plan, waterfront and the number of
buildings of architectural and historic significance.

Recent development has effectively separated the town centre and the harbour. Opposite the harbour car park is the modern Wharfside ShoppingCentre, which also provides the pedestrian route between the centre of the commercial core and the car park and harbour.

Key issues relating to Penzance include the need to strengthen and diversify the local economy, the need to improve passenger and freight facilities for the Isles of Scilly, development of the waterside as a focus for commercial and leisure activity for the local community and visitors, and movement of traffic during periods of high seasonal flow.
